Donnie Knep is a young, hip, ultra-cool DJ who operates a pirate radio station on a ship just outside the twelve-mile limit. Donnie's got his eyes on the big prize, a studio job in Miami, and he's figured out an angle to get him there: "save the dolphins with rock'n'roll." Strangely, it seems to be working because the dolphins love his music. Flipper, especially. The only problem is, there's a zany, obsessive FCC official, Smiley, on Donnie's case and he wants to bring the kid down any way he can. So, Smiley enlists the reluctant aid of Tom and Quinn and, subsequently, Jennifer, in his quest. But, Donnie's too quick; and, to further complicate things, Donnie casts a very romantic eye on a disinterested Holly. Donnie's girlfriend is not the least bit happy about this relationship.
