In the opening sequence Flipper meets a guy in a boat who shows him a bomb and tells him "I'm doing this for you."
Mike and Maya are going on a field trip, Pam and Keith are off to a seminar: Albert Vaanhoff's Bat Facts and Dolphin Fancy. Carl Moss, aka The Green Freak, blows up a boat in the marina. His calling card is a green plastic skull.
Before leaving on their field trip, Mike and Maya decide to go lobster hunting to make money and find The Green Freak on his island. He strands them there and sets off to blow up Bal Harbour which Mike has mentioned in conversation. The Green Freak calls himself an "environmental enforcer", he protects the helpless and innocent. He manages to set off a small explosion at Bal Harbour resulting in minimal (10,000$) damage. Pam and Keith return from the seminar the next day to find the kids are missing and the damage from the explosion.
The Green Freak decides to try again, this time posing as a computer technician and planting a larger explosive in a computer terminal. Pam and Keith have found Mike and Maya and returned to Bal Harbour. Maya identifies The Green Freak and everyone evacuates as Keith and Pam try to find out which terminal has the bomb in it. Pam's using a hammer on the screens while Keith has The Green Freak in an armlock. TGF tricks them out of the bomb, Keith tackles him next to the water, they and the bomb fall in. Flipper takes the bomb to a safe distance as TGF is arrested. But... the bomb explodes... and everyone's very upset about Flipper.
Of course, Flipper returns unharmed and there is great rejoicing all around.
