Opening sequence: Flipper finds a life raft floating with a teenaged girl in it.
The girl is Brooke McClintock, daughter of navy Cmdr McClintock, who died in the crash. Brooke's in hospital and unresponsive, so Cmdr. McC's friend Cmdr Tolliver calls Pam in to help, based on Pam's thesis "Autistic children and dolphin therapy". Pam's skeptical but agrees to try.
Brooke's basically unresponsive but Flipper's whistle seems to trigger recall (shown in black and white) of the crash. Gradually, Brooke recalls more and more and eventually responds.
Tolliver, in the meantime, is more and more anxious for Brooke to remember which Pam finds a bit odd. Keith finds a bug in Pam's office and then one in her home. He consults a Navy friend of his for help.
Brooke eventually tells Mike and Maya she remembers, and Tolliver hears this through the bug at the dolphin pool. He comes to take Brooke away, and when Pam won't let him, he takes Brooke, Pam, Mike and Maya. They go to an airplane hangar where the wreckage from the plane crash is stored. Brooke accesses a computer file which gives the name of a city, the longitude of which is half of a combination to he father's briefcase that Tolliver has been trying to get into. But, there are two cities with that name, and the briefcase will explode if the wrong combination is entered. Pam is forced to enter the combination and does so, successfully (big sigh of relief). Inside is evidence implicating Tolliver in a scam involving shoddy airplane parts. Tolliver runs, with Mike, to a seaplane he has waiting nearby. Keith, in the meantime, has arrived and the Navy captain who came with him is piloting the seaplane and arrests Tolliver.
And all's well that ends well; Brooke's recovered, Tolliver's arrested, and Flipper's made a new friend...
